Boneshatter's foreswing (the part of the attack animation before it deals damage) is much shorter than its backswing (the part after). This makes it much more suitable for finishing off enemies, where the long backswing won't matter if the enemies are dead, than being spammed as the main damage dealer, as the 60% attack speed multiplier will kneecap DPS.
