Any effect that causes the visible bolt counter on the supported skill to increase will contribute to Fresh Clip. Reloading while the skill is still partially loaded will only count the missing bolts.
The effect of Fresh Clip is not capped by the skill's maximum bolts. Multiple full reloads within 6 seconds can contribute simultaneously.
