An item with a Vaal Siphoner will require a set number of kills to complete. Once complete the tier of a random modifier on the item will be downgraded and all other modifiers will have their numeric values improved.
These improved modifier will have their values randomised between their current value and 10% above their maximum value.
Vaal Siphoner is an incubator item that can be used on a corrupted rare jewellery item.

This does not affect the tier of the upgraded modifiers, and the numeric value of the modifier will never exceed 110% of their maximum value.
As an item, it is somewhat similar to Path of Exile's incubators.
