Vaal Siphoner

An item with a Vaal Siphoner will require a set number of kills to complete. Once complete the tier of a random modifier on the item will be downgraded and all other modifiers will have their numeric values improved.
These improved modifier will have their values randomised between their current value and 10% above their maximum value.
Vaal Siphoner is an incubator item that can be used on a corrupted rare jewellery item.
Mechanics
While accumulating kills, the item will have an additional temporary line on the item: Bathing in Blood, and displays the minimum monster level and number of kills required to activate the item's effect. Vaal Siphoners can be used repeatedly on the same item, though they cannot overwrite a Vaal Siphoner currently accumulating kills.
After killing a specified number of enemies once a Vaal Siphoner is applied, a random explicit modifier is siphoned (loses a tier, if possible) and all other explicit modifiers will be improved, having each of their values randomised between their current value and 110% of their maximum value (e.g. a modifier originally at 33% of its range will reroll a random value between 33-110% of its range). This randomisation occurs independently for each modifier. The numeric value of the modifier will never exceed 110% of its maximum value. The improved modifiers still retain their original tiers. The siphoned modifier will never be removed even if it is already at the lowest tier; the improving still occurs if no modifiers can lose a tier.
