Being Blinded causes 20% less AccuracyAccuracy is used to hit a target with an Attack, and is checked against the targets Evasion to determine that chance.
Player Attacks incur an Accuracy penalty based on distance from the origin of the damage to the target, with no penalty for targets within 2 metres and up to 90% less Accuracy for targets further than 9 metres away. Rating and EvasionEvasion Rating grants a chance to Evade enemy Hits, preventing them from Hitting you at all. Exact chance to Evade also depends on the attacker's Accuracy. Rating, and lasts for 4 seconds unless otherwise specified.

Blind (or Blinded) is a debuff that lessens the accuracy and the evasion of the affected target by 20% and lowers the light radius to the minimum value.
Mechanics
The base duration of Blind is 4 seconds. The effects of the debuff can be scaled by Blind effect.
Blind's debuffs have no effect when attacking with Resolute Technique or attacking a target which has Unwavering Stance.
Blind can be also inflicted through whirlwinds and smoke clouds from the Shroud Walker monster modifier.
