Ground effect
A ground effect is an area of effect on walkable terrain that applies a beneficial effect to you and allies, or a detrimental effect to enemies, that are standing on it.
Mechanics
Detrimental ground effects do not affect the ground effect's creator or their allies. Beneficial ground effects do not affect your enemies, unless they also grant a detrimental effect.
Most ground effects passively existing from environmental effects are usually considered enemy ground effects, though in certain cases they may affect enemies as well.
Note that certain player or minion skills can interact with enemy ground effects; for example, Eye of WinterEye of WinterSpell, Projectile, Cold

Level: 1Fires a single Eye Projectile which does not Hit enemies. The Eye constantly releases damaging shard Projectiles in a spiral as it flies, plus an extra burst of shards at the end of its flight. If the Eye passes over an Elemental ground surface, it will take on that surface's effect, applying it to nearby enemies and causing shards to deal more damage of the corresponding Type.Deals 12 to 18 Cold Damage

Inflicts Critical Weakness on Hit
Gains 50% of damage as the corresponding Type when passing over a Ground SurfacePlace into a Skill Gem socket to gain this skill.
Sockets are found in the Skills menu tab. can benefit from an enemy's ground effect.
