Dark Mists is one of the secondary main story quests in Act 4, where you're travelling one of the many islands.
It is begun by speaking with Tujen at Kingsmarch, who entrusts you with clearing up the fog surrounding Kedge Bay. By speaking with Makoru you are able to set sail towards Kedge Bay.
After traversing Kedge Bay, Tujen is able to be summoned at the entrance of Journey's End, where you find Freya Hartlin trapped within a rune cage. She tasks you with finding her son, who became this area's boss Captain Hartlin.

Verisium SpikesVerisium SpikesThey are engraved with the runes for 'Authority,' 'Break,' and 'Release.'.
These spikes can be used back in Journey's End to free Freya Hartlin by using them on the Karui Totems around her. After freeing her, she sheds her disguise and reveals herself to be the Trickster God Tangmazu. This will trigger a tutorial Delirium encounter with a guaranteed Omniphobia, Fear Manifest spawn. Omniphobia drops several Liquid emotion items when killed.

Tujen:
A local island we call 'Journey's End' is spewing out blasted fog all over the sea, as thick as mud! The Karui know all about it, but won't seem to touch it. Somethin' has to be done.
- Ranger: How can we get there?
- Huntress: But how will we fare through that fog?
- Monk: If this fog is blinding... we can't make it there.
- Witch: Fog like a thick cold blanket. Mmm. Wait. How will we get there?
- Sorceress: This fog will prevent us from making the journey, no?
- Warrior: How will we find our way through the fog?
- Mercenary: Sure. But how we gettin' there?
Tujen:
Makoru can do it. She's Karui, and grew up on these waters. If anyone can get you there, it's her, no doubt.
- Ranger: I'll look into it.
- Huntress: Spirit guide me, this fog won't linger.
- Monk: I'll ease your trouble, Kalguuran.
- Witch: Fog clearer at your service, I guess.
- Sorceress: I will do my best for you, Master Tujen.
- Warrior: I'll do what I can.
- Mercenary: A job's a job. Sure thing.
Tujen:
We'd be in your debt! And... I've got somethin' special with your name on it... ... if you can clear that bloody fog!

Captain Hartlin is dead, but you have found the Verisium needed to release Freya from her trap. Pick it up.

Bring the Verisium to Dannig
You have found the Verisium needed to release Freya from her trap. Take it to Dannig in Kingsmarch.
Take the Verisium Spikes from Dannig
Dannig has forged the Verisium you found into verisium spikes that can hopefully release Freya Hartlin from her trap at Journey's End. Take them from him.

Return to Freya Hartlin
Dannig has forged the Verisium you found into runed spikes that can hopefully release Freya Hartlin from her trap at Journey's End. Bring them to her.

Free Freya Hartlin
Use the runed Verisium spikes to free Freya Hartlin.
Click one the five Karui Totems surrounding Freya Hartlin.
Survive the Madness
Freya Hartlin was not all that she appeared to be. Survive the madness.
Freya Hartlin: Heh heh... thank you kindly... I am finally free!
Tujen: Oh, shite! What's going on? Ugh, we've been played, 'aven't we? I'm out of here!
Freya Hartlin transforms into Tangmazu and disappears into the Delirium Mirror.
Strange Voice: This is all an illusion.
Complete the Delirium encounter and defeat Omniphobia, Fear Manifest.
Speak to Tujen
Speak to Tujen in Kingsmarch.
Tujen: I should have known something was off about all that.
Take the Reward
Tujen is offering you a reward for helping clear the mists.
Use the Tome
Use the Mist-shrouded Tome.
