Shrike Island is one of the secondary main story quests in Act 4, where you're travelling one of the many islands. It is begun by speaking with Makoru and sailing towards Shrike Island.
The only objective during this quest is to explore Shrike Island and kill the Scourge of the Skies in the end, which is needed to finish this quest (
Shrike Island) and further progress 
The Search, since the Scourge of the Skies holds one of the 3 pieces needed in the Main Story Line.
