Utopia is one of the secondary main story quests in Act 4, where you're travelling one of the many islands.
It is begun by speaking with Missionary Lorandis in Kingsmarch, who encourages you to journey to Arastas take an oath to The Saviour.
After arriving on Arastas and looking around you find nothing of great interest other than Servitor Marius.
He proposes to join their Utopia or donate to their cause, but the player character denies the request and the quest is completed afterwards.
After completion, it will be removed from the Quest log.
