Witchbane is a notable Ascendancy passive skill for the Witchhunter that gives you the ability to break an enemy's Concentration, which causes them to have less cooldown recovery rate the lower their Concentration is.

Mechanics

By default, enemies do not have an exposed Concentration stat, but can be exposed by taking this passive. Maximum Concentration is equal to 30% of the enemy's maximum life, and regeneration 10% of their maximum Concentration if they have not lost Concentration in the past 5 seconds. Concentration is broken at a rate equal to hit damage dealt. Enemies have less Cooldown Recovery Rate at a rate of 1% less Cooldown Recovery Rate per 2% missing concentration, up to 50% less CDR when Concentration is 0%.
