Eldritch Empowerment is a notable Ascendancy passive skill for the Lich that causes non-channelling spells to deal more damage but adds an energy shield cost equal to a portion of your maximum energy shield to them. Energy shield spent this way does not interrupt recharge.

Mechanics

All non-channeling skills will gain an energy shield cost equal to 3% of the player's maximum energy shield. This includes skills with no inherent cost such as granted skills.

If the player has 0 maximum energy shield, no cost will be added unless the player has Eldritch Battery allocated (see below). If you have 0 energy shield from taking damage, you will not be able to cast your spells and they will show as disabled.

Eldritch Battery disables skills with Eldritch Empowerment: if you have energy shield and have taken Eldritch Battery to convert that energy shield to mana, you will not be able to cast due to a hidden 1 energy shield cost preventing you from casting.
