Void Emperor Electroswarm Character Effect is a character effect. It can be purchased from the shop for 250 points.
It is one of the mtx that ported from POE 1. Purchase the mtx from in-game/web shop will unlock the item for both games. However, only one character from either game can use this mtx. Otherwise the player must purchase another copy of the mtx.
