NPC's (short for Non Player Character) are people who you can encounter and interact with, but which are not enemies (at that moment). Many NPCs are found in towns, but others are found out in the world. Most NPCs have set locations they can be found.
Interacting with an NPC will bring up a menu which has lore topics you can talk to them about on the left, and actions on the right. This can include Vendor options, giving or returning Quests, or other specific functions of that NPC.
