Mechanics

The downside of -(10-20)% to maximum Block chance is offset by Block Chance is Lucky.

For example:
You have 65% chance of blocking and 35% chance of not blocking. If the roll to block fails, the chance to block is rolled again due to the Lucky keyword. This new roll is also 65% chance of blocking out of 35%. 65% of 35% is 22.75%. This means there is an extra 22.75% chance of blocking on top of the 65% you already have, so you have roughly 87.75% chance of blocking damage. This new block chance effectively exceeds the standard block cap of 75%.
