Capping resistances?

A bit down the page it says: "Tip: Capping resistances is not as vital as it was in the first game, at least not until late endgame."

I just fought "Rudja, The Dread Engineer", boss in early Act 2, and I could not kill her without capping my fire resistance first. Anybody know if this has changed recently maybe? Should we maybe remove this tip?
